Entry and quarantine regulations

 1) Personal scope of Decree

·         This Decree only covers border crossing with private passport or other travel document in passenger traffic on casual purpose,

·         For the application of this Decree the following persons, among others, shall be judged similarly to Hungarian citizens,

a) any person with the right of permanent stay in Hungary, as well as their family members, in case they can evidence such right with a documented permit,

b) anyone in possession of a valid permit to stay in Hungary for longer than 90 days, issued by the immigration authority, and presents such document upon entrance (equivalent to that is a “D” visa allowing entry for the pick-up of residence permit) and

c) family member of a Hungarian national, having no Hungarian citizenship.

 

This Decree does not cover 

a) anyone who, upon entrance into Hungary, can reasonably prove having gone through the COVID-19 disease (infection) within 6 months prior to showing up for entry.

b) anyone who, upon entrance can prove their immunity with a certificate of immunity*, and an official ID card supporting identity on the certificate of immunity.

In case the immunization took place in

·         an EU state or EU candidate country,

·         a member state of the OECD,

·         a member state of the NATO,

·         the Russian Federation,

·         the People’s Republic of China,

·         the United Arab Emirates,

·         the Kingdom of Bahrain,

·         the Republic of Azerbaijan, the Republic of Kazakhstan, the Republic of Kirgizstan, the Turkish Republic, the Republic of Uzbekistan or,

·         any other country specified in a decree issued by the Minister responsible of foreign affairs in agreement with the Minister responsible for public safety.

A Hungarian citizen may enter the territory of Hungary if they certify, upon entry into Hungary, having received a vaccine authorized in the European Union or in Hungary.

For a Hungarian national and for a non-Hungarian national not residing in Hungary lawfully over 90 days in a 180-day period the authorities will issue the certificate of immunity in 15 days free of charge based on an application submitted in person or electronically at any government agency.

 

c) anyone possessing a certificate of immunity issued by a state that concluded a bilateral treaty  with Hungary, and can prove their immunity with such official certificate (those countries are at present: Republic of Albania, the Kingdom of Bahrain, Republic of Cyprus, Czech Republic, Republic of Northern Macedonia, Republic of Georgia, Republic of Croatia, Republic of India, Republic of Kazakhstan, the Kingdom of Morocco, Republic of Moldova, Mongolia, Republic of Montenegro, Republic of San Marino, Republic of Serbia, Republic of Slovakia, Republic of Slovenia, Republic of Turkey, Ukraine, Republic of Uzbekistan, Republic of Cabo Verde)

d) anyone who is in possession of an immunity certificate accepted unilaterally by Hungary, and can prove their immunity by producing such certificate (at present: Romania, Switzerland, Russian Federation)

e) anyone under the age of 18 who is under the wardship of a person specified under b) to d) above, and is travelling with that person, and

f) anyone who is entering Hungary, travel using passenger airline excepted, from the Republic of Croatia, the Republic of Austria, Romania, the Republic of Serbia, the Republic of Slovakia, the Republic of Slovenia, and Ukraine.

g) persons who certify that at the time of the examination, the SARS-CoV-2 coronavirus

could not be detected in their system by presenting a document in Hungarian or in English language that contains the result of a molecular biological examination (SARS-CoV-2 PCR test) complying with the professional rules of healthcare, carried out within the preceding 72 hours in any of the countries listed below:

·         an EU state or EU candidate country,

·         a member state of the OECD,

·         a member state of the NATO,

·         the Russian Federation,

·         the People’s Republic of China,

·         the United Arab Emirates,

·         the Kingdom of Bahrain,

·         the Republic of Azerbaijan, the Republic of Kazakhstan, the Republic of Kirgizstan, the Turkish Republic, the Republic of Uzbekistan or,

·         any other country specified in a Decree issued by the Minister responsible of foreign affairs in agreement with the Minister responsible for public safety.

It is equivalent to presenting a certificate of immunity if the person concerned proves his / her immunity against the coronavirus with an application certifying the vaccination in accordance with the law.

It is equivalent to an immunity certificate if the traveler can produce a digital EU Covid certificate (hereinafter digital Covid Certificate) as described in Decree (EU) 2021/953 of the European Parliament and Council dated 14th June 2021 (hereinafter EUr.) on the issuance, inspection, and acceptance of interoperable certificates regarding Covid-19 jab, testing or recovery (EU digital Covid certificate) enacted during the Covid-19 pandemic for facilitating free movement, - as proof of 

a) vaccinated at least once and not earlier than a year against the coronavirus,

aa) licensed by the European Medicines Agency

ab) contained in the list on vaccines licensed for emergency use by the WHO or,

ac) licensed in Hungary and used for vaccination of the population here,

b)            immunity due to having undergone the infection or,

c)            a molecular biological exam, SARS-CoV-2 PCR test, not older than 72 hours, done in line with the relevant professional rules, can prove that the SARS-CoV-2 coronavirus could not be detected in the person’s system.

2. The regulations for persons entering Hungary with no Hungarian citizenship are unchanged

·         Any Hungarian citizen (and non-Hungarian citizens treated as Hungarian citizens) arriving from abroad may undergo a health check that he/she is supposed to tolerate

·         In the event suspicion of infection comes up he/she will be quarantined for a period to be specified by the authority - if he/she does not pose an epidemiological risk, he/she is placed in official home quarantine.

In the event suspicion does not determines of infection he/she will be quarantined in official home quarantine for 10 days.

·         Based on request may be exempted from the official home quarantine any person who can prove infection free status supported by two negative SARS-CoV-2 PCR tests made within five days and with a time lapse of at least 48 hours.

The first testing made in one of the countries listed below and shall be accepted as the first test if its result is certified by a document on the Hungarian or on the English language.

·         an EU state or EU candidate country,

·         a member state of the OECD,

·         a member state of the NATO,

·         the Russian Federation,

·         the People’s Republic of China,

·         the United Arab Emirates,

·         the Kingdom of Bahrain,

·         the Republic of Azerbaijan, the Republic of Kazakhstan, the Republic of Kirgizstan, the Turkish Republic, the Republic of Uzbekistan or,

·         any other country specified in a Decree issued by the Minister responsible of foreign affairs in agreement with the Minister responsible for public safety.

3. Rules of entrance into Hungary of those having no Hungarian citizenship

·         Non-Hungarian citizens and those not eligible to being treated similarly Hungarian citizens cannot enter the territory of Hungary – with the exception of cases as determined in a law or a Government Decree are not allowed to enter to Hungary

·         As regards to the restrictions described above the locally competent policing body or, in case of entrance at the Budapest Liszt Ferenc International Airport the District XVIII. Police Station of the Budapest Police Headquarters (BRFK) may give exemption upon request.

Non-Hungarian citizens arriving from abroad with an exemption issued by the competent policing body shall undergo a health check upon their entrance. In case the checking raises the suspicion of the infection the person cannot be let enter Hungary.

If such health check does not suggest the suspicion of infection the person will be quarantined for 10 days.

The rules for exemption from quarantine are the same as for the above provisions for Hungarian citizens.

4. The regulations on travel between affiliated ventures

In case of affiliated ventures any person arriving from abroad may enter Hungary, from the territory of countries determined by the Minister of Interior, without restrictions in the event business travel as aim of visit can reasonably be evidenced.

5. The regulations on Commuters

Citizens of neighboring countries as determined by the Minister of Foreign Affairs and Trade, as well as Hungarian nationals living in those countries may enter the territory of Hungary for up to 24 hours within a distance of 30 kms from the state border.

When returning to Hungary from such neighboring countries, Hungarian citizens living in an area of 30 kms from the state border can enter Hungary with no restrictions in case their stay in such neighboring country was no longer than 24 hours and they did not go farther than 30 kms from the state border in that country.

6. Regulations regarding travel for business purposes or acceptance of vaccination received abroad or immunization against the coronavirus of certain territories with Hungarian population,

·         Following a business trip abroad any Hungarian citizen can enter Hungary and may be exempted from the 10-day quarantine obligation – as a main rule.

Exceptions:

No restrictions will be applicable to Hungarian citizens in case their trip was from Hungary to

a) a member state of the European Union,

b) any other state party in the Treaty on the European Economic Area,

c) any country outside the European Community and its member states or the treaty on the European Economic Area, but having similar rights, based on international agreements regarding free movement and stay, to the states party of the treaty on the European Economic Area,

d) a state candidate to the European Union,

e) Great-Britain and Northern Ireland United Kingdom, or

f) to a state specified in a decree by the Minister responsible for foreign affairs (those are at present: USA, Azerbaijan, Bahrain, UAE, Georgia, Republic of India, Republic of Indonesia, State of Israel, Japan, Kazakhstan, People’s Republic of China, Kirgizstan, Republic of Korea, Russian Federation, Singapore, Turkey, Ukraine, Uzbekistan)

in case the purpose of such trip is business which can be reasonable proven by the Hungarian citizen upon his return to Hungary. In case some doubt arises regarding the credibility of such proof a 10-day quarantine shall be enacted.

·         Non-Hungarian citizens may only enter Hungary for business purposes on exemption by the policing authority.

Exceptions:

No restrictions are applicable to non-Hungarian citizens arriving from the countries listed a) to f) above if they are nationals of a) to f) above or, entitled to stay in such states for longer than 90 days and the purpose of their travel to Hungary is business, which will be evidenced upon entry. In case some doubt arises regarding the credibility of such evidence the general rules shall be applicable.

·         No restrictions are applied to Hungarian citizens who can prove their immunization at the border or, the purpose of their entry is submitting a request for the issuance of a certificate of immunity at the government office and, submit their request on latest the second workday after entrance (missing the deadline of 2 days may result in a quarantine order)

·         Anyone who registered for vaccination against the SARS-CoV-2 virus may enter Hungary with no restrictions if the purpose of their entrance is vaccination. The registration for vaccination must be proven upon entrance. Such person is supposed to show up at the vaccination point on the day of entrance, and to leave Hungary within 24 hours at the latest, following entrance.
